Run telnet.  Press ^].  You should get a prompt from telnet where you 
can set options for telnet, like echo and such, assuming they have 
packaged a sane telnet client with Windows.

Of course, they don't want you to have too much control, so it's 
possible that you can't do any of that. >:)
