This is the same as a VAX 4000-200 but the ROM has a byte or
two that is different that allows the OS to decide that it 
is a VAXserver instead. The OS then has the option of 
restricting logins or applying the appropriate licences etc.

You can find a bunch of info by search for "VAX 4000" on
Manx (http://vt100.net/manx). You should also search for
"KA660", which is the CPU module ID.
