Having argued about piracy for a few decades, I can assure you
that it is much harder to argue about intellectual property issues
when there's a language barrier.  Nearly impossible.

This sort of harvesting and re-aggregating of web site material
is endless these days, particularly when people get an itch to 
harvest "free money" from affiliate programs.  A lot of it is automated.
