No.

I'm not sure about all the cases, but the CTS series ("commercial
timesharing system" -- RSTS/E with some stuff packaged along with it)
tended to be blue.  They also often came in "low boy" cabinets --
about 5 feet tall rather than the 6+ foot H960s.
