Definitely a time machine.  Or a tele-transportation device.  You should 
sell it on ebay and make some money , quick; and while you're at it, send 
me some for figuring out what it is.

I'd say that it's someone's project box judging by the TTL that's on it; 
that's standard stuff. Very standard.
