Cap reformation question

Here's the link I was given last year from one of my military electronics
collector lists:
http://www.dscc.dla.mil/Programs/MilSpec/ListDocs.asp?BasicDoc=MIL-HDBK-1131

Even covers capacitor rated working voltages down to 5 volts, which is
applicable to our solid-state needs (read: lower voltage supplies). Most
other cap reforming articles apply to antique radio and other vacuum tube
(valve) electronics, including the early tube computers, that have
operating voltages in the hundreds.
