Obscure DOS question

Speaking of boot procedures, could the original post with the 512+ files 
in the root directory
be because of a semi-custiom version of dos to handle big hard drives 
over the 32meg dos
limit at the time. With the sector size increased dos would have 
directory room for more and
bigger files.
