I probably should have reworded the statement.

I wasn't sure I could redistribute it legally, and I was having trouble 
pointing people to a place to just get the DLL.  I checked again last 
night, and it appears the only way to obtain the DLL from cygwin.com is 
to run the steup and deselect everything.
