Found a cheap webcam to try out, Creative Labs Webcam Vista.

It's not on the list and it doesn't work. Nor with Warpvision nor with 
wcamshow.exe.

Nevertheless usbres shows the camera with it's name and all it's 
specifications.

WVGui uses usbresmg.sys & usbcalls.dll (and of course the normal OS/2 
usb stack)

Well there's probably a reason that there is a list of devices that
should work :)  The OS/2 webcam support is based on a linux driver for
phillips chipset webcams....

usbres should show ANY device - whether there is OS/2 driver support or
not....

I also tried with my existing cheap webcam, same situation USBRES 
identifies it but wcamshow wont work with it.

Wcamshow only works with webcams that use the Philips chips that it 
supports. I hope you can return the CL Vista or use it elsewhere, as I 
said there's no gaurentee that even the webcams listed will work (all 
though I suspect they will) - as for non-listed webcams, unless you find 
one by luck with the same philips chips in it, I can't see it working.
