OK, lets summarize the outcome of this thread.

The original question was intended to promote discussion & provide a
definitive answer to this question.
I think this has been achieved.

The final answer takes into account some technical & political
limitations & as such is a sensible compromise of providing practical
information whilst attempting to conform to Standards.

1)
All TZ variable change times are referenced to the non-daylight saving
time.

2)
The daylight saving code really needs 4 characters, but only 3 are
allowed.
EDT, CDT, WDT are all non-standard but are an informative 3 character
compromise.

3)
To most people the finer points of the TZ variable are academic,
however, 24x7 systems, like databases need to compensate for the change.
The TZ variable is critical for these systems.

NSW:
TZ=EST-10EDT,10,-1,0,7200,3,-1,0,7200,3600
or
TZ=EST-10EDT,10,4,0,7200,3,4,0,7200,3600

VIC:

Yes You can - (I done it with Injpy diler before and I'm doing
it now with Injoy Firewall). Simply configure the IP address of
your firewall box as the default router/gatewayon the windoze 
box and away you go !

It didn't.

The TZ parameters for each state for the 2000-2001 year were all over
the place, each state was different.
You would have to manually change the TZ variable for your computer,
based on whatever you State Government had decided to do.

As promised I have installed the new IBM Browser (aka Netscape 6.01 or 
Mozilla/Warpzilla 5)

As the browser is optimised for use with JAVA 2 (IBM Java v 1.3), I also 
changed from
JAVA 1.1.8 to Java 1.3 Service release 7 (SR7 includes the required 
support for this
browser). The doco says that if you install JAVA 1.3 and you are using 
TCP/IP V 4.3,
you will no longer be able to use the graphical TCP/IP configuration 
utility - TCPCFG2.
What it doesn't say is that the same problem occurs if you using TCP/IP 
V 4.21 (as
comes in Warp Server for E-Business). Also during install of the new IBM 
Web Server,
it will not install SSL Security support unless you are running TCP/IP V 
4.3. So at the
moment, it's best to brush up on your command line tcp/ip configuration 
skills and 
install TCP/IP V 4.3 prior to installing either the new browser or new 
web server.

My first impressions of the new Browser are good. I am sending this 
email from
the in-built mail client, so far without problems. I have also "surfed" 
to several sites
without problems and read incoming e-mails. There are some changes in 
configuration
such as configuration of the email client which is no longer in the 
general preferences
but rather in a new "mail/news account settings" tht appears in the edit 
pull down when
you're in Browser/2. I have not found the Skins option yet - that is in 
the Warpzilla
version. This may have been removed I supposed, as the present look and 
feel is like
the Netscape 4.61 that we know. There is an option in preferences to 
switches the
browser  from "classic" (NS 4.61 like) to "blue" or "modern" the latter 
two being
X-Windows like. 

The program seems slow - especially running it on my 225MHz Cyrix M-II 
system. I
suspect this is also true of the Windows version though. I'll only be 
able to give a
true comparison on speed when I install on my Celeron 433 System, where 
I normally
run Netsacpe 4.61 from.

I haven't tried Composer yet, so perhaps more on that later. For now the 
product seems
stable and if indeed it does support the new features that it claims to, 
we're back in
line with the Windoze NS 6 versions.

- aryl, I believe you said there were some Websites that you thought 
wouldn't work
with this browser / Java version combination, can you give me those and 
I'll see if
they are still a problem.

Forgot to mention in the earlier report - Netscape 4.6 Plugins
are supposed to work with Browser/2. The readme says simply 
copy the DLLs from the NS461 Plugins directory to the Browser/2
one.  Tried that and then did an about:plugins, the only new 
plugin it identified was the Feture installer plugin. Didn't
acknowledge Bamb and others, so I guess I have to re-install
them.

I've found one site so far that has problems with the new
browser, thats www.braun.de  (the electrical goods supplier)
but this hasn't problems with Java, it can't handle such a
recent version and keeps saying it needs NS or IE 4+

regardless of the browser used.

leaves off all the navigation boxes - again limiting its
use.

describe.

When you loaded the latest version, did you first physically
delete any older versions that may be on your system ??

Greg - have you tried either the Warpzilla or IBM Web Browser
under OS/2 ??  I find both are now stable (however you may be
surfing to some Netscape un-griendly sites, that I don't use).

Remember both Warpzilla and IBM Web Browser have had some 
good coders (namely IBM OS/2 Gurus) working on them - The
Windoze variants haven't !

I never loaded it before.
actually, now that I've closed and restarted it the typing
problems have gone. It still has problems with java though
- for instance can't load the CBA netbank java applet
either.

Hi ed,

oh yes, it was from netscape alright.. Version 6... not a nice item.. always crashing and
doubling the mail down loads, couldn't handle large attachments and feinted at the sight if
two emails with the same date and time (usually the duplicated download)..

so its left a bad taste so as to speak..  i was going to look at the source code, but alas,
not enough time these days.

A term from ancient times. When measuring something indefinably small, the largest of the
series was the "smidgen". There is another term for something smaller, but that escapes me.
Then, for something indefinably close to nothing at all - the "merest poofteen". There you
are - from the times when days were long and sunny and the knights had big balls and sharp
swords.

While I have your attention, we need to organise an OS/2UGSA committee meeting. The week
following Easter would be good. Do you have an evening available. Most of the rest of the
committee were at the hardware meeting today and are flexible about a date.

Summarising the session:

Keith was absolutely wrapped with his install of Warp on his new winxx/os2 box.
Glenn had a miserable time with a reinstall on his cantankerous hardware but went away
hoping it would still work when he got home.
I checked out an Abit bx6-2 mobo with a borrowed Slot 1 CPU and found it worked fine after
thinking I fried it at the last hardware meeting. Also re-arranged partitions on my test-box
so that OS/2 2.0 would boot correctly (only boots from C:).
We shared around some utilities and drivers, had a good time and left after the sun had set.
