Can you ping 127.0.0.1 ?
Also check that you really do have TCP/IP installed.
Look in your config.sys file for :-

And that you have tcpstart.cmd in your startup folder or startup.cmd
file.

What do the following commands return at the prompt.

netstat -t
netstat -n

you can pipe these commands with "| more" so it doesnt vanish
(netstat -n | more) off screen, you can also pipe to a file
(netstat -n > netstat_n.log)
