My personal favourite is Openchat 
(http://hobbes.nmsu.edu/pub/os2/apps/internet/irc/client/ochat107.zip) with the addition 
of the Gemz scripting 
(http://hobbes.nmsu.edu/pub/os2/apps/internet/irc/script/gz-311a.zip).

Openchat is shareware with a 1 hour timeout in the demo version.  I don't believe that 
it's possible to register Openchat anymore :(.

Another option that is freeware is PMBitchX, an PM port of the *nix bitchx client, 
available from http://hobbes.nmsu.edu/pub/os2/apps/internet/irc/client/pmbx10c18.zip

Hmm, I would think so, you could try =2 as well.
It might be a case of not so much difference for some applications
like Netscape as you would get on a higher speed pentium.
