An extender board is typically used to bring the signals from
the backplane up to a height where you can access them with a 
scope or voltmeter or put in a special debugging card with lights,
etc.  It makes testing and debugging easier.  Others who have dealt
with these things more that I have can offer a more detailed 
explanation.
