Does it have to be Unix?  If not, try Contiki 
(http://www.sics.se/~adam/contiki/).  Website says code footprint is in the 
order of kilobytes, and RAM usage less than one hundred bytes.

I don't believe Contiki has been ported to PDP-11, although it already has been 
ported to embedded microcontrollers.
