Format of ".tap" files on bitsavers ...

Anyone know the format of ".tap" files found on
www.bitsavers.org/bits/... ?  

I'm assuming these files somehow encode block lengths
and file marks.  I'll try to noodle it out, but would
appreciate any tips as well.
