There is always a place in the world where fair use will allow to make  
needed copies.
Some countries levy a tax on blank media to cover private copying, I think  
Germany is among them.
In Norway, we have been allowed to distribute private copies as long as  
there is no kind of reimbursement involved.
The new law (based on the new EU copyright directive) will still  
explicitely allow unlimited personal copies of things that lack effective  
copy protection, and to make copies to the same media types of items with  
copy protection.

We also have schools and libraries which pay an annual fee to be allowed  
copying stuff. I think there is always a way, but possibly not in the US.
