Yes, I have cleaned up some old tapes that wouldn't read this way.
Sample the tape at 48KHz 16-bit, normalize levels, clean up tape
hiss, etc. etc. and then you record it back out to tape, et voila:
tape reads just fine now.  It's also educational (zoom in and you
can actually parse out the bits in the visual waveform).
