I'd be willing to wager that either they don't, or that they
can't find them.

Both government and industry are notoriously terrible at
retaining (and keeping track of) old software.  You wouldn't
believe how many times I've been asked if I can fix old
custom software without source code.  And that's for stuff
still running; imagine how much worse it is for stuff that
they are convinced (possibly incorrectly) will never be needed
again.
