What is so difficult to understand here? cctalk and cctalk are two views 
  of the *same list*. cctech is a subset of cctalk that only receives 
on-topic messages. If you subscribe to both lists, you will receive two 
copies of a lot of messages. These copies will be separated by a period 
that depends on the moderation interval, which will be somewhere between 
one hour and two weeks. (I wish it wasn't as long as two weeks, but I 
have another hobby that sucks more time than classic computing, and the 
moderation load is approximately 5500 messages a month.)
