The KITINSTAL version checks are usually of the form 
  current_version > some_older_version
and getting around the issues that that is trying to
resolve is usually somewhere between pretty tricky
and impossible.

Sometimes the kit will not install on a version
*newer* than a particular variant. This is, in
my experience, rare. But I would expect it to have
happened in the late V5 timeframe as there was a
large kernel re-write for OpenVMS V6. Lots of stuff
which had carnel knowledge of the kernel (sorry,
couldn't resist :-)) would not have survived the
transition to V6 safely.

I doubt that this would be the case with APL.

A valid licence might be a requirement for APL,
I don't have one loaded on my running system, so I
assume that there is no such licence in the
hobbyist program. Anyone know for sure?
