There have been several.  One by Pete Siemsen can be found at:

There exists a "TECO mode" for GNU Emacs.  Ever since hearing of that,
I've wanted to try to run the original Emacs (written as TECO macros)
in TECO mode in GNU Emacs.  But until recently I wasn't able to
track down a copy of the old Emacs.
