For RSTS to see a device without help, its CSR has to be set according
to the rules (either the fixed CSR table or the floating CSR ranking
rules).  It doesn't care about the vector rules, it will find the
vector.

If you can't do that for whatever reason, you can set the CSR address
manually in the HARDWARE section of INIT.
