Sure, but I'm not a dealer, and I'm not willing to pay to be a developer.
I can be a developer with free software for... well, free.  And for that,
I don't *need* a dealer.  I can completely cut out the middleman, which
is always a good thing (except for the middleman).

With a license that says that you're not allowed to use it for anything
but development.
