_My_ next moves would be to look at the sync and video output signals 
from the logic board with a 'scope (to make sure the video side is doing 
something), then to take the back off the monitor section and see if the 
CRT voltages look sane. And see if the heater is glowing.

Of course this assumes you have access to test equipment and know what to 
look for inside a monitor.
