Not necessarily. The domain may be registered under the ISP, or under the
end user. In addition, as domains move around often the contact information
in the whois database isn't accurate any more.
Usually the best route is an email to webmaster at xxx.xxx or
postmaster at xxx.xxx or www at xxx.xxx
