THIS WILL CREATE A NEW VERSION OF THE SYSTEM MACRO LIBRARY WHICH WILL 
CONTAIN THE USER DEVELOPED MACRO PROGRAMS
TO USE THE MACROS IN YOUR MACRO-11 PROGRAM YOU  MUST DECLARE THE NAMES OF THE
MACROS YOU WILL BE USING AT THE BEGINNING OF THE PROGRAM.
