The place I used was custompcb.com.  I checked a bunch of places, and 
some placs had better minimums, but custompcb had a panel option (As 
much as you can fit on a 8x10 board, for a set price per board). 

However, I snagged the other listings as well, because one does not 
always want a whole panel of boards.
