Message arrival order?

Does the first message always come from the same people?  I've noticed 
my email sorting filters won't touch emails from certain people. 
They'll remain in my general inbox, and won't go to the classiccmp 
folder.  If I find I'm obviuosly missing part of a thread, usually I can 
find it in the inbox.
