Five and quarter drives

Huh?
 When I step a 80 track drive on my tester, it goes
80 tracks. When I step 40 it goes 40. When a PC reads
a 360K disk on a 1.2M drive it double steps the tracks.
 Also, not mentioned is that I believe the rotation
rate is different for the two drive. (360/300 rpm or something)
