I went back through this thread to see if anyone mentioned this series of 
Epson scanners. My model is the Perfection 4870 and I think the current 
equivalent is the 4990. They have a full width moving light source in the 
lid with a 10x8 scanning area for transparencies (scans a batch of 25 x 35mm 
frames unattended) and will do 4800x9600 (optical) if you need it.

I have not scanned fiche, but I have scanned 8mm home movie film frames and 
the results are remarkable. If it can handle that, then B&W fiche should be 
doable (and faster), and you could batch up quite a few them to scan at 
once.

Comes with Abbyy FineReader OCR software which handles just about everything 
I have given it - maybe fiche text as well?
