That seems improbable -- the VAX instruction set is clearly inspired
by the PDP11, but at the bit level they are completely different.  I
rather doubt that more than a few percent of the VAX instruction set
would fit into an 11/60 WCS.

Software emulation?  That's how initialy PDP11 development was done
(MIMIC on the PDP10).
