GRADUATED RATE FEE SYSTEM USER MANUAL 1.1 Identification System Name: GRFS - GRADUATED RATE FEE SYSTEM Developed by: Jim Barbieri Computer Specialist Inyo National Forest System Contact: Doris Parker Fiscal Staff R5 Regional Office Documentation by: Alan Lee Briscoe ISM Staff R5 Regional Office Date: May 82 1.2 Summary The GRFS data is entered into a file on the DEC minicomputer where it is used by the GRFS program to calculate and printout a copy of the GRFS report. 1.3 Environment This system will run on a DEC 11/34 or 11/70. The system also uses the DATAENTRY program, but it is not manditory that this be available on the system. 1.4 References The DEC RSX-11M manuals provide documentation on the operating system for the DEC minicomputer. The DATAENTRY User Manual and Operation Manual provides documentation on the DATAENTRY program. 2. APPLICATION 2.1 Description The GRFS system automates the process of calculating Special Use Permit Fees now done manually on the Fee Calculation For Concession Permits Form 2700-19. The reports produced by the system look like the 2700-19 form. 2.2 Operation You enter your data from a coding form into a file on the minicomputer. Then you run the program, GRFS. The program produces a report file that is placed in your UIC. Due to the sensitive nature of the information used by and created by this system, all data and report files on the computer should be deleted immediately after use. 2.3 Equipment This program will run on any DEC PDP 11 series computer using an RSX-11M operating system and equipped with FORTRAN. The system will be easier to use if DATAENTRY is also available. 2.4 Structure The following files are distributed as the GRFS system. File Purpose GRFS.DAT data file GRFS.RPT report file 2.5 Performance The GRFS system will greatly speed up the process of calculating fees and will do the job with less chance of error. The GRFS program task is in a file 69 blocks long and when running, occupies approx. 20K words of core. 3. PROCEDURES AND REQUIREMENTS Before you begin to use the GRFS system, you should have your data set up on some form that will allow you to pick out and enter the group of items for each fee calculation. The manual form can be used for this purpose and will be handy for comparing the calculated reports against your data inputs. 3.1 Conventions The conventions listed below are used in this manual. 1. Single quotation marks '...' enclose or a prompt > indicates computer generated information and displays that appear on the video display. 2. Double quotation marks "..." enclose user entries. 3. Parentheses (...) enclose items in user entries that may be changed by the user to fit the situation. 4. Brackets <...> enclose commands that are entered with a single key such as . 5. A colon (:) in a user entry, ie. ":X", means that the characters or commands immediately before and after the colon are entered at the same time. This does not mean simultaneously. Hold the first key down while the second key is pressed. 6. When your entry is variable length, you must usually enter "" after the input to tell the computer to go ahead and interpret the entry. This "" is not shown in the procedures or examples. In cases where your entry is only one character, the computer will interpret the entry as soon as you have entered the character. 7. UPPER CASE WORDS ARE DESCRIPTIONS OF ACTIONS TAKEN BY THE USER OR THE COMPUTER. Lower case words are explanations of the actions. 3.2 Constant Factor File The data in the file GRFSAR.DAT is used by the GRFS program as constant type data during the claculations. The data supplied in the GRFSAR.DAT file is current, but if it should change in the future, you will need to modify this file. Lines 1-9 are the names of the services that are listed in the report of the calculations. These names can be up to 27 characters long. Note that the order that the services appear in this list must be matched when entering your data. Line 10 is the 9 constant factors used in Column III of the form. Line 11 is the 9 constant factors used in Column V of the form. Line 12 is the 9 constant factors used in Column VII of the form. The 9 factors in each line must be numeric and in the format XX.XX. The first factor in each line is for the service in line 1, the second factor in each line is for the service in line 2, etc. 3.3 Data File The GRFS program looks for a file called GRFS.DAT to use for data. Each fee calculation requires a group of 22 lines of data. There must be blank lines where there is no data so that each group is exactly 22 lines. There must not be any blank lines inbetween groups. The format for each line of data in a group is listed below. Some hardware and software choices may include WS/78, WT/78, ICL, DATAENTRY, EASYENTRY, and EDT. Contact your system manager and figure out how you will get your data into the DEC minicomputer. Included in this package is an application file to use with the DATAENTRY program. Due to security and privacy rules for this type of data, the data files should be deleted from the computer as soon as they are used by the GRFS program. 3.4 Running GRFS The following data files must be present in your UIC before you can run the GRFS program successfully. GRFS.DAT (data) GRFSAR.DAT (constant factor data) To run the program without the indirect command file, enter RUN GRFS if GRFS.TSK is not installed, but is in your UIC GRF If GRFS.TSK is installed (with a taskname of GRF) 3.5 Report Disposition When the GRFS program is run, it creates the file GRFS.RPT. Each version of the file contains one fee calculation report formatted to look like the manual form. The Indirect Command File used in the RO sends this file to the Xerox printer along with a delivery message file. On the forest, this report can be spooled out or flexed into WPS format depending on your needs. Due to security and privacy rules for this type of information, the report file should be deleted as soon as you make the necessary copies. 3.6 Indirect Command File An indirect command file has been set up. The file included in this package is used in the RO and will have to be changed to reflect procedures on your forest. Meet with your computer specialist and determine the way that you would like your indirect command file to work. Note that your data must be in a file called GRFS.DAT for the GRFS program. The command file asks the following questions. In each case, if you say N to a Y/N question, you will simply skip that activity and go onto the next question. COMPUTER DISPLAYS, >; n COPIES OF n REPORTS HAVE BEEN SENT TO THE XEROX >@ All copies of GRFS.DAT, GRFS.RPT, and any filename that you entered above will be automatically deleted after Xeroxing. 3.7 System Installation The following instructions are for the DEC system manager. This system is distributed as a part of the RO system programs tape. This tape contains an Indirect Command File called TASKBUILD.CMD that controls the taskbuilding of various tasks. One of the questions that the file will ask you is if you want to build the GRF program. The files GRFSBLD.CMD and GRFSTKBLD.CMD are then used to build the task for you. These files may need to be modified to fit your site's procedures. After the system is built, you can move the files to a different UIC and/or install the program task. When the system is first used on your forest, you will have to decide how to get the GRFS data into the minicomputer so it can be used by the program. You will also have to decide what you want to do with the report file. The indirect command file GRFS.CMD will have to be changed to reflect these decisions. Remember that the data and report files should be deleted immediately after any use. If you do not use the indirect command file, you will have to develop and document the procedures that you use.
