redid RTS from source, using SIMRTS.CMD.  It worked fine,
	directory names and all
replaced OCSP in SIMLIB with one from source.  Didn't do the
	GETSEG.  in OCSP.MAC, look for GETTAB.  Put a
	JUMPE in Tops10 conditionals.  Seems to have been a
	new feature of Tops-10 that isn't in PA1050
in IO, fix .IOCL so RELEASE of directfile doesn't write out
	the last input block!!  (due to illegitimately
	using the same buffer header for input and output)
